Announced by President John Dramani Mahama in October 2025 at the Presidential Investment Forum in Beijing — and confirmed at a sod-cutting ceremony in Dawa, Greater Accra, that November. A 20-year, four-phase project to build a model smart city for Africa, and the physical anchor of Ghana's green carbon economy.
